Solved sort of maybe.
The first few times I used nmcli to set a password, I followed the examples and wrapped the password in double quotes. When nothing could connect, I edited the connection and found nmcli included the quotes in a password. Weird. Editing the password in the GUI to remove quotes made it work.
The next time around, I left out the quotes. NM did not report an error. Instead it left the password field empty.
This time I added back the quotes and the password was added without the quotes. Weirder.
I may test again in the next config and mark this as solved.
If nmcli does not like something, it sometimes displays an error and at other times does not mention the error. When using an nmcli command, you have to thoroughly test the result.
If the hotspot has some times of config errors, the hotspot SSID appears in the Pi OS network display on the machine with the hotspot but the SSID is not broadcast. Other machines might be able to connect to the SSID as a hidden network. They might not be able to authenticate.
