This was what I was thinking. I still run an older Chinese Pi 1 with 256MB RAM. It runs various servers including apache2, miniDLNA, xsane and others. Apache streams media to other devices on my network. Despite being a Pi 1 it actually runs from an attached mechanical (powered) hard drive. It used the SD card to boot and the OS is on a partition on the mechanical drive.
Speed considerations aside, I think 3GB swap with 1GB RAM is likely to provide 3GB of mappable memory. In other news, it's pretty important to choose an SSD with a built-in RAM cache when using said device for swap.
On very rare occasions I run a desktop (No vscreen output) and VNC server. Naturally I gave it some extra swap space, it actually works. The device boots with desktop and vncserver disabled so they are only enabled on the rare occasion it is needed.
