Using Raspberry Pi OS Bookworm on Pi 4 with the latest updates. Dnsmasq not working as DHCP server and isc-dhcp-server is end of life. Help!
Tested dnsmasq many ways. Under Networkmanager control and as an independent task but it refuses to respond to DHCP requests. My most recent test followed a page that says Bookworm but is not dated so may not apply to the current bookworm. All the steps work as described but no reponses to DHCP requests from other machines. They just time out.

isc-dhcp-server works for ethernet with hardware etheret setting. I have not found a setting for WiFi. Plus isc-shcp-server went end of life in 2022 and the replacement, kea, is a monster that is still marked as not a full function replacement.
I would like to make dnsmasq work outside of Networkmanager so dnsmasq can run as just a regular DNS and DHCP server. Dnsmasq was the ideal server for a local network prior to Bookworm.
Networkmanager has a setting dns=dnsmasq which is supposted to switch on a complete dnsmasq running inside networkmanager but it ignores DHCP settings.
There are posts saying you just leave the dns= setting out of networkmanager to run an independent dnsmasq but the documentation says networkmanager will run dnsmasq-base and you cannot have two copies of dnsmasq active at the same time. There is no ther setting for dns= that I can find.
