I would strongly encourage you do not use Buildroot in this case, and instead consider the deployment scheme used in rpi-sb-provisioner, which makes use of an OS generated from pi-gen (which includes all variants of Raspberry Pi OS) to create a signed boot device with an encrypted rootfs.
rpi-sb-provisioner is designed for mass deployments, rather than single devices - but you should be able to inspect the code and follow the steps toward flashing a single device.
