SolderParty's "RP2350 Stamp XL" board uses an RP230B0A2, exposes all 48 GPIO and also has pads for fitting additional Flash or PSRAM -

I believe it can be fitted to a breadboard if you fit pins to the top long side, and optionally bottom long side. You can use through-headers for those, upwards female headers on the rest so you have access via Dupont connectors to all pins -

It's the best RP235X prototyping or breakout board I have seen so far but haven't used one -
  • 16MB of FLASH, optional extra Flash / PSRAM
  • All 48 GPIO exposed, including USB connections and SWD
  • LiPo supply and charging support
  • BOOTSEL and RUN Button
That ticks all the boxes for what I want from an RP235X breakout board.
