I would like to know if an upgrade of the Raspberry Pi OS (e.g. "apt-get upgrade" then " apt-get dist-upgrade") is considered a "supported" way of moving from one version to the next? Or is a re-image the only supported method?
An in place upgrade between major releases is neither supported nor recommended and never has been.
It's possible to attempt it and a forum and/or web search will probably tell you how but take a back up first.
