No manner of software fiddling will resolve this - you have a hardware issue.
The cable between the HAT and Pi appears to be correctly oriented, but please check that the two ends are pushed fully home and the two brown locking tabs are pushed in.
I've removed and refitted the ribbon multiple times. I've also changed the orientation of the ribbon (swapping the top and bottom but keeping the contact plats orientated correctly). I'm sure the fitting of the ribbon isn't an issue. The next question would naturally be the power supply:

At first I used a mobile phone charger as it can deliver up to 33wats

I later used a PC charge as the AI PI hat wasn't being detected. I wanted to eliminate the possibility of me under-volting the board.

In both these cases the raspberry pi5 worked fine. But the Hailo-8 remained undetected. I also tried a bread board and 5v power supply. But this undervolted the raspberry pi5 so there was no chance the Hailo-8 would work.

By gut instinct is that there is a fault with either the ribbon or AI pi hat. But without spares I can't test those theories out. Is there another thing I should test? Without hard proof that the AI hat is faulty how could I get the raspberry pi store to swap it out for a new board?
