That's a bold statement. Why, how so?
here is an old gen3 spec which has details on the Bus topology (as I pretty much expect you don't have Access to https://pcisig.com/specifications)

Pi only offers root complex; has been explained/stated already.

So my answer is still no, not possible.

sure, add an FPGA in between, let it bridge PCIe to whatever Bus you want and then connect your Pi like that. yes, that's possible after you've solved/sorted the driver topic.
