Shops giving you advice and if you believe a computer needs a fan, they got you. Bigger is better.
For my 2 Pi4 I fist used without any heatsink as they had little to do. But 24/7 on and 400% load every now and then made me get a large passive heatsink and that works OK. Not in direct hot sun I guess, but that also does not happen for my use-case.
