It's possible that one of the USB ports is damaged such that the 5V pin inside is shorted to ground, or the decoupling capacitor(s) are short-circuit (C97-C99).
Usually you'd need a thermal camera to detect component shorts, but you could remove all 3 and replace with an equivalent 100u electrolytic.
Rarely the current-limit switch can fail but that's usually no output with no overcurrent messages.
