Don't think I've seen that captcha - when I do (on any site) I tend to just go away, unless there's some pressing need to be further irritated by having to solve it.
Looks like captchas are now of dubious benefit (other than irritating 'honest' users) anyway.
I do regularly see "Enable Javascript and cookies" on this site - somewhat randomly; somtimes the first page will load, then I get the message on opening a subsequent page. Think I've got cookies permanently allowed from here, but JS might not be enabled (I normally enable if I log in, which is only when I have something to say).
My default is to have both JS and cookies blocked, in addition to well-known privacy abusers (e.g. Google, Facebook) - even a reputable web site can get hacked.
I also use a VPN most of the time.
Overall RPT seem to make their anti-abuse measures relatively low-key and unobtrusive - unlike many companies who might display a blank page if JS is disabled, or won't default things to make basic site browsing work without cookies - they certainly go to the back of the queue for my business!
