if yes : you need a RTMP protocol encoder : ffmpeg will probably your best option or gstreamer or maybe VLC (it can do RTMP)...
From Linux or WIndows, for free, you can check OBS Studio (it uses FFmpeg from a GUI)... My favorite tool (I make a living with it) is vMix (Windows only) which also uses FFmpeg for RTMP encoding
You will need a "capture card" or a "capture dongle" to ingest your camera signal into your computer/encoder. Then you need a good internet connection at least with 5 Mbits upload).
