It's what you might call, a pretext.I don't usually comment much on the politics of other countries but this seems to be an over use of "won't someone think of the children?".

Having said that, kids' internet use should definitely be monitored and controlled, by their parents. When they are 18 they can get into politics and fix things, or just subvert the status quo with their l33t hAXoR sKiLLz and fix things that way.
